Under the Federal Food, Drug and Cosmetic Act, cosmetic ingredients do not have to undergo Food and Drug Administration (FDA) review or approval. However, cosmetics must be properly labeled and safe for consumers to use as instructed on this labeling. The FDA does oversee safety as it involves cosmetics products and monitors for any issues in usage. The FDA cannot take action against a cosmetic product or ingredient unless scientific data shows that it is unsafe for its intended use. As far as talcum powder is concerned, the FDA continues to analyze talc-based cosmetics for asbestos contamination.
